"To design a new consolidation centre to receive supplies for Portsmouth Hospital capable of feeding the supplies through on a continuous basis and build up a business case. To identify suitable properties and to plan and support the implementation"

Background
Portsmouth Hospital is undergoing a major modernisation programme extending the number of operating theatres. They are also taking on a number of services previously provided by some very old smaller local hospitals. As a result of this modernisation programme the receiving facilities are unable to cope with the increase in volumes and the situation is exacerbated by the proximity of the blue run ie the roadway used by ambulances for emergencies.
There is an off-site Pharmaceutical warehouse which supplies a number of hospitals which is also operating at capacity in terms of space.
The proposal is to set up a consolidation centre to solve the capacity issues
Activities
The study involved the design of an off site consolidation centre capable of receiving most of the supplies to the hospital and to sort into ward consignment lots. This involved:-
- Planning of requirements for stored items eg consumables, pharmaceuticals, etc
- Receiving of small quantities (parcels) sortation and prioritisation
- Receiving of palletised deliveries, sortation and prioritisation
- Load planning of transport to hospital
- Loading dock planning and movements to wards at hospital inclusing Health & safety requirements
Outputs
- A fully costed business case for five different levels of options from a simply doing nothing to a complex consolidation centre capable of handling the forecast growth for the next four years
- As a result of the property search a choice of three different warehouses were identified each suitable for the preferred options. Landlord contributions for the necessary building work were negotiated for each as were initial rent free periods and reduced rent arrangements for the early rent payable years.
Results
- The business case has been submitted to the Hospital Trust Board and we now await their decision
